Ross L. Leffler was born August 7, 1886 in Butte, Montana. He attended University of Michigan School of Engineering. In 1910 began work in the Carnegie Steel Corporation, in Duquesne, Pennsylvania; on his retirement in 1957 he was assistant to the executive vice president for operations of the United States Steel Corporation.
